Holiday Office Closure

In observance of the Christmas holidays, Railroad Commission of Texas offices will be closed December 23-27. The offices will re-open at 8 a.m. on Monday, December 30 for regular business. Injection Well Annual Report

Reservoir Injection (Form H-10)

Operators of injection/disposal wells (Statewide Rules 9 and 46) and injection wells for storage of natural gas in depleted or productive reservoirs (Statewide Rule 96) must monitor the injection pressure and volume at least monthly and report the results annually on the Form H-10.

  • Operators of injection / disposal wells must file a Form H-10 annually upon due date.
  • New permits (undrilled wells) require an annual Form H-10.
  • The due date of the Form H-10 can be found using the RRC online H-10 Query “Filing Cycles by Field” menu.
  • Courtesy letters are mailed to operators 3.5 months prior to the due date. The blank Form H-10 is posted on the RRC H-10 online system at that time.
  • File the Form H-10 via RRC online account.
  • H-10 monitoring records must be retained by operators for at least five years.

Cavern Storage (Form H-10H)

Operators of hydrocarbon storage wells in salt formations (Statewide Rules 95 and 97) must monitor the injection pressure and net volume injected or withdrawn at least monthly and report the results annually on Form H-10H. 

  • Operators of brine mining / storage cavern wells must file a form H-10H by the due date.
  • New permits (undrilled wells) require an annual form H-10H.
  • The blank forms H-10H & instructions are mailed to the operators 3.5 months before the due date.
  • The Forms H-10H must be mailed to the RRC by the due date or emailed to H10info@rrc.texas.gov
  • H-10H monitoring records must be retained by operators for at least five years.
  • For general H-10H questions, H-10H filing problems, and H-10H record requests, contact H10info@rrc.texas.gov

Electronic Filing

  • Benefits -There is a significant savings in processing time and paper shuffling for both the operator and the Commission.
  • RRC Online filing -The Railroad Commission's Online Filing is accessible through the RRC website.

Failure to File

  • Second notice - 30 days past the due date, the Commission sends the operator a second notice of the need to file Form H-10.
  • Continued delinquency - Enforcement action is initiated 30 days after the second notice if the operator has not contacted Technical Permitting regarding compliance.
  • The well is sealed if no production exists on lease.
  • The lease pipeline connection is severed if production exists.

NOTE: Always respond to Commission requests to avoid unnecessary enforcement action. The Commission will work with an operator who is making a diligent effort to comply.
