An applicant owner must provide proof of 51 percent ownership and control of the day-to-day operation of the business. The owner must be an economically disadvantaged person meet eligibility as a:

  • Service-Disabled Veteran with a service-related disability of 20% or greater.

The applicant/owner must:

  • prove control of the day-to-day operations, and
  • hold a company title equivalent to ownership and control requirements.

The applicant's business must:

  • be primarily based in Texas,
  • prove its principal place of business is in Texas, and
  • be a for-profit entity that has not exceeded the size standard prescribed by 34 TAC §20.294.

The Statewide Procurement Division (SPD) is required by law to maintain a statewide Centralized Master Bidders List/VetHUB directory. The application process can take up to 90 days from the time the completed application is received by SPD. The SPD VetHUB staff may be reached by emailing VetHUBprogram@cpa.texas.gov.

In order to determine whether a vendor qualifies as a VetHUB, a vendor must complete a VetHUB Certification Application (application link).

The VetHUB certification is free of charge and good for up to four years, provided that the business continues to meet the eligibility requirements.

No. The Texas Procurement and Support Services (TPASS) has implemented requirements for businesses seeking certification with the state. If a business is applying for HUB certification or re-certifying under a new business structure, in conjunction with completing the HUB Certification Application, a business must provide certain documentation for its business structure to become certified as a HUB. The required documentation is contained on the application.

To maximize benefits of the state's VetHUB program any business interested in doing business with the state can register on the CMBL for an annual $70 fee. Once a vendor is VetHUB-certified and pays the fee for CMBL within the same period, the system will combine the VetHUB and CMBL profiles into one vendor listing and can be searched on the CMBL and/or the VetHUB Directory “VetHUB Only” option. The combined profiles will include all business and contact information with the VetHUB certification date and expiration. If the CMBL system listing expires before the VetHUB certification expires, the VetHUB will remain listed in the HUB Directory. Centralized Master Bidders List (CMBL) to receive certain Invitations for Bids (IFBs) automatically and have their commodities/services advertised by class-item codes to state agencies. Purchasers are required to choose vendors from the CMBL for competitive purchases.

The RRC sends bid opportunities to vendors active on the CMBL within the NIGP Class and/ or Class/Item designated for the solicitation. These vendors may be chosen in the geographic region that serves the agency. All "bids" for goods and services expected to cost $25,000 or more will also be posted on the Electronic State Business Daily (ESBD) https://www.txsmartbuy.gov/esbd
